                    	&lt;p&gt;&lt;strong&gt;Chicago - &lt;/strong&gt;I&amp;nbsp;just
spoke on the telephone with Brewers scouting director Bruce Seid, who
was excited about a young outfielder named Jose Pena that he just
signed out of the Dominican Republic.&lt;/p&gt;
&lt;p&gt;Today is the day that teams can sign international players not
eligible for the draft and Seid said he, Latin scouting director
Fernando Arango and even GM&amp;nbsp;Doug Melvin had seen Pena, 16, play.&lt;/p&gt;
&lt;p&gt;&amp;quot;He&amp;#39;s really a polished kid offensively for 16,&amp;quot; said Seid, who was
on his way back home from the Dominican. &amp;quot;We all liked him, and other
teams were interested in him.&lt;/p&gt;
&lt;p&gt;&amp;quot;He&amp;#39;s athletic and has some power. He&amp;#39;s got good size, 6-3, 195, and
has a strong enough arm to be a corner outfielder. We really like his
